"Billed to become the country's largest inland dam, the Tokwe-Murkosi dam was supposed to have been completed in March 2002 after construction work started in 1998. The dam was supposed to have cost only $390 million but the cost has since ballooned to over $70 billion today. However, the main contractor at the project, an Italian company Salini Impregilo suspended work in April 1999 citing payment problems. Currently the company needs about 14 million Euros before resuming construction work."

His personal involvement is a rare and surprising response in a non-democratic government that in the past has shown little concern about the environmental effect of major public works projects."
